Embassy of India, Bangkok, is planning to establish an Indian Workers Resource Centre (IWRC), in its premises, to address the grievances of Indian workers and other nationals.

2. The General problems faced by Indian nationals in Thailand are as follows:

Illegal workers and their exploitation by the Recruitment agencies or Individuals.

Retention of Passports by the Sponsors/Employers and non-payment or delayed payment of Salaries.

Fine/Imprisonment and Deportation of illegal workers.

Transportation of Dead Bodies to India.

Arrest Cases due to smuggling and other illegal activities.

Loss of Passport cases due to snatching and other reasons.

Cheating cases in Pattaya by Jet ski owners.

Refusal of Visas by Immigration authorities, in cases of Visa on arrival and also Visas issued by Thai Embassy New Delhi.

Problems of Indian nationals in various prisons of Thailand, who need regular visits.

3. Embassy of India, Bangkok is planning to outsource the activities of the IWRC. The Centre must be manned by two clerks and one Interpreter, with Multi-Lingual capability - English, Hindi and Thai. The main work of the staff manning the centre involves liaison with Immigration, Police, Customs, Hospital and other legal authorities of Thailand, so that grievances are addressed in a time bound manner.

4. The Centre should provide:

24X7 Help Line and have Call Recording facility.

Receive, register and monitor grievance petitions.

Reporting and Analysis on Complaints/Grievances

Grievance Management System

Conduct awareness camps

Counseling centre on legal, financial and medical issues.

Manage a shelter home- This should be need based and on actual cost basis.

Have a dedicated website.

Customer Satisfaction & Evaluation

5. Companies based in Thailand and interested in operating such a centre may send their profiles and quotations to the Embassy of India, Bangkok, latest by 15th August. The address is 46, Prasarnmitr, Sukhumvit, Soi 23 Bangkok 10110. Quotations may be sent by post or handed over at the Embassy on the above mentioned address.
